The US-led coalition, including the Kurdish armed units, lets militants of the Islamic State terrorist group leave Raqqa instead of killing them, the commander of Russia's force grouping in Syria, Sergey Surovikin said.
Surovikin said the US -led coalition along with the allied Kurds "collude with the leaders of the IS, who surrender the areas under their control and head to provinces where Syrian government forces operate".
"There is an impression that under the slogan of fighting worldwide terrorism in Syria the Americans are using IS (Daesh) to offer resistance to government forces' advances", AP reported him as saying.
Syrian forces, backed by the Lebanese resistance movement Hezbollah and other volunteer fighters as well as Russias air support, have been making back-to-back gains in territories held by Daesh over the past weeks.
The group said SDF forces took parts of the district of Jazra, west of Raqqa, backed by USA -led air support. UN Special Envoy for Syria Staffan de Mistura estimated last August that more than 400,000 people had been killed in the crisis until then.
"However, in the course of their offensive, the government troops were confronted with counteraction from the aviation of the US-led global coalition".
A US -backed Syrian Arab-Kurdish coalition has captured territory on the western edge of Raqqa, the extremist group Islamic State's (IS) stronghold and self-declared capital in Syria, a monitoring group says.

Islamic State militants seized the city in January 2014, transforming it into a hub for the group's leadership and its self-described caliphate.
One of Tuesday's air strikes inside the city killed eight civilians, including three children, Observatory head Rami Abdel Rahman told AFP.
The SDF are expected to move from Meshleb into neighbouring al-Senaa, with the area in between being targeted by the US-coalition overnight, the Syrian Observatory for Human Rights said.
"An estimated 40,000 children remain trapped in extremely unsafe conditions in Raqqa". He urged all parties to give safe passage to those who want to leave.
In addition to the airstrikes, Raqqa was subjected to artillery and missile attacks, according to the activist collective known as Raqqa is Being Slaughtered Silently. White phosphorous is a form of incendiary munition that burns at extremely high temperatures and can be used to illuminate conflict zones or obscure them with smoke.
In a video posted on its Aamaq news agency, IS also alleged that the US -led coalition used white phosphorous munitions over Raqqa on Thursday at dusk, when Muslims would breaking their fasts during the holy month of Ramadan. Global law prohibits its use in civilian areas because of its indiscriminate effects, from starting fires to causing excruciating burns for bystanders, according to Human Rights Watch, which said it was investigating the allegations.
